 Implementation Mechanism

  •  Prpject Management Unit (PMU) level

The Chief Project Director is the overall in charge of the Project and responsible for all administration and financial matters and maintaining liaison with the government, line department external parties etc. He is assisted by a team of Joint Director (administration), Deputy Directors, Deputy Project Directors Agriculture, Horticulture, Animal Husbandry, Social Development Expert, Environment Education Expert, Training Expert and Assistant Directors.

  •  Project Implementation Unit (PIU) Level

Three Project Implementation Units has been established at Una, Amb, and Gagret headed by the Deputy Directors. The supporting staff includes Assistant Directors, Deputy Rangers, Forest guards, Watershed Development Coordinators, Group organizers, Agriculture Extension officers, horticulture Extension officers, Veterinary officers and Para workers.

  •  Field level

At Panchayat level Panchayat development Committee (PDCs) has been established in all the 96 Gram Panchayats of the Project. These PDCs are registered under Society Registration Act 2006.

Coordination Mechanism


  •  State level: State-Level Steering Committee (SLSC)

SLSC meets twice in year and is responsible for overall project monitoring, decision on policy matters, approval of annual work plans and coordination among concerned organizations on pending issues.

DLCC meets quarterly and is responsible for overall project monitoring, monitoring of Project activities, approval of the overall plans such as annual work plan, annual training plan, and other technical plans, and coordination among concerned departments on pending issues.

  • Field Level

Block-Level Expert Committee (BLEC) and Group Development Support Team (GDST) are formed at the block level and Panchayat level respectively in the whole project areas. BLEC is chaired by Deputy Director Admin. and composed of Block Development Officer, officers of concerned departments including Agriculture, Animal Husbandry, Horticulture, Irrigation and Public Health, and Rural Development Departments, and Facilitators employed under the Project. GDST is formed for each beneficiary Panchayat, co-chaired by Facilitators and concerned officer of Forest Department, and consists of concerned field staff of concerned departments and Group Organizers employed under the Project. BLEC and GDST are permanent coordination mechanism for assistance to Panchayat and Ward, which will continue to function even after the completion of the Project.
